Taxation System Network Construction and Data Compression Technology Reseatch

With the development of information technology， it has been a headache to eliminate isolated spot in tax system and implement network construction to connect all the sites in taxation system. This research discussed how to effectively construct taxation network system， secure the data and improve the performance of data transmission. First， this paper discussed the whole restructure scheme of the taxation system based on previous network system. Some technical problems such as design, performance and security were discussed in details. Second, data compression algorithm on wavelet theory based for network transmission was introduced. Speed of network transmission was significantly improved. Security of the data transmission was addressed as well. In general, the whole design architecture was proposed in this study, and based upon some of implementation results the network system fulfilled the design tasks and improved service quality. Last of the paper were conclusions and expectations.

随着信息技术的发展和管理要求的提高，要求消除省内税务系统孤岛现象，实现省内税务系统的网络构建。本文以设计税务系统省内网络构建为基础，研究并设计解决税务系统省、市、县之间的网络数据传输和安全组网问题。由于各地市县级单位的网络系统非常分散、投入时间不同、系统构成各异，要将这些采用不同网络结构的系统实现互联，构建统一的网络将至关重要。 本文在分析了系统改造前存在的问题的基础上，详细论述了系统整体改造方案。同时对项目中涉及的有关技术问题进行了论述，包括税务系统的网络设计及税务网络安全的实现。着重分析无损压缩技术的最新进展，然后介绍小波变换的基础理论并引入随第二代小波变换提出的小波变换的上升型算法以及广泛用于无损压缩的整数小波变换，最后提出基于变换和适合网络传输的无损压缩方法方面的研究。在分析改造前系统的基础上，详细论述了系统整体改造方案，圆满完成了税务省内网络的设计。 本文首先介绍了税务系统的整体构架、税务系统内部广域网和局域网的设计，及网络数据存取方法的选择；其次是税务网络安全的实现，包括网上报税系统，系统内部税务系统广域网络防火墙设置及入侵检测系统（IDS）设置；然后着重分析无损压缩技术的最新进展，介绍小波变换的基础理论并引入随第二代小波变换提出的小波变换的上升型算法以及广泛用于无损压缩的整数小波变换，提出基于变换和适合网络传输的无损压缩方法方面的研究；最后是税务网络构建结论。
