SNAP House. Modulo abitativo temporaneo per i rifugiati in Europa

Abstract

The refugees' crisis results one of the most relevant social and medical issues in the international panorama. The Aim of the research is to develop a design project for a refugees' temporary housing module, able to solving specific social, typological and functional needs in the context of anthropogenic emergencies in Europe. Starting from the study of the refugee crisis' phenomenon, through a careful analysis of case studies and by identifying the main requirements of temporary dwellings for housing emergencies, the SNAP House project presents innovative solutions related to modularity, flexibility, adaptability to the different user's needs and it is able to ensure hygiene of spaces and indoor well-being.

Abstract. La crisi dei rifugiati risulta essere una delle tematiche di maggior rilevanza sociali e nel panorama internazionale. L'obiettivo della ricerca è quello di sviluppare il progetto di un modulo abitativo temporaneo innovativo per i rifugiati, in grado di rispondere alle specifiche esigenze sociali, tipologiche e funzionali nell'ambito delle emergenze di tipo antropico in Europa. A partire dallo studio del fenomeno della crisi dei rifugiati, attraverso un'attenta analisi di casi studio e mediante l'individuazione dei principali requisiti dei manufatti temporanei per l'emergenza abitativa, il progetto SNAP House presenta soluzioni innovative per modularità, flessibilità, adattabilità alle diverse esigenze degli occupanti ed in grado di assicurare igienicità degli spazi e benessere indoor.

Background

La situazione geopolitica internazionale ha comportato, nell'ultimo decennio, un crescente aumento di persone che si allontanano dal proprio paese d'origine per cause di natura differente, tra cui guerre, violenze e violazione dei diritti umani; sono molteplici i gruppi di popolazione che migrano in maniera forzata, in cerca di protezione internazionale, per lo più di carattere socio-assistenziale, presso altri stati. Le statistiche illustrano che l'anno 2015 si è concluso con un numero record di persone costrette a scappare dal loro paese: secondo le stime dell'Alto Commissariato delle Nazioni Unite per i Rifugiati (UNHCR) i profughi nel mondo sono più di 60 milioni. Di questi, 20 milioni sono rifugiati e più del 60% vive in aree urbane (UNHCR, 2016a). Tale situazione risulta essere una delle tematiche di maggior rilevanza nel panorama internazionale, con particolare riferimento al contesto europeo che soffre delle crisi dell'Africa meridionale e dei traffici di vite umane nel Mar Mediterraneo. Nel 2015 infatti i dati registrano l'arrivo in Europa dal Mar Mediterraneo di 1 milione di persone (UNHCR, 2016b).

A livello legislativo, negli ultimi anni, l'Europa ha legiferato nell'ottica di uniformare le procedure di accoglienza e gli Stati Membri dell'Unione, a loro volta, hanno recepito le Direttive comunitarie. Al contempo, tali Direttive demandano agli Stati Membri le politiche di accoglienza e per tale motivo perdura una situazione di ampia discrezionalità da parte degli stessi Stati nell'organizzare e gestire il sistema. Nel caso specifico italiano, il sistema di risposta alle emergenze umanitarie è articolato in due sotto sistemi, ciascuno dei quali gestisce una fase specifica dell'accoglienza: il primo è rappresentato dai centri governativi, il secondo è costituito dal Sistema di Protezione Richiedenti Asilo e Rifugiati (SPRAR), entrambi coordinati dal Dipartimento di Libertà civile per l'immigrazione e dal Ministero dell'Interno, e che, in ragione delle differenti funzioni, hanno modelli organizzativi differenti. Il sistema di accoglienza si articola in tre fasi specifiche: soccorso, prima e seconda accoglienza. La prima fase può avvenire direttamente durante l'intercettazione in mare oppure nei Centri di Primo Soccorso e Assistenza (CPSA) nei luoghi maggiormente interessati da sbarchi massicci in mare. I centri governativi, viceversa, gestiscono la fase di prima accoglienza per il tempo necessario all'espletamento delle operazioni di identificazione, di verbalizzazione della domanda e di avvio della procedura di valutazione della domanda. Segue inoltre una fase di accertamento dello stato di salute del richiedente asilo, finalizzato a verificare, sin dal momento dell'ingresso nelle strutture, la sussistenza di eventuali situazioni di vulnerabilità. Infine, la fase della seconda accoglienza viene gestita dalle strutture operanti nell'ambito del SPRAR. Esaurite le operazioni di prima accoglienza, il richiedente è trasferito nelle strutture della rete SPRAR dove permane per tutta la durata del procedimento di valutazione della domanda. In caso di temporanea indisponibilità di posti nel sistema di accoglienza territoriale, il richiedente rimane accolto ed ospitato nei centri governativi per il tempo strettamente necessario al trasferimento. Il caso italiano riporta alcune analogie ma altrettante differenze se rapportato al contesto internazionale. Risultano pertanto rilevabili criticità comuni ai diversi stati, principalmente dovute alle tempistiche di gestione delle singole domande e all'incremento complessivo del numero di arrivi, facendo sì che le strutture preposte all'accoglienza siano attualmente al collasso.

Nel contesto socio-politico descritto, la ricerca si sviluppa a partire dall'esigenza di proporre soluzioni innovative per il tema dell'abitare temporaneo, sebbene il tema abbia una tradizione di studio ormai consolidata nel tempo. Il progetto viene sviluppato in risposta al bando di concorso di idee "What Design Can Do Refugee Challenge 2016" promosso dall'Alto Commissariato delle Nazioni Unite per i Rifugiati (UNHCR) e da IKEA Foundation (UNHCR, 2016c), finalizzato alla selezione di proposte progettuali capaci di offrire una soluzione possibile in risposta all'emergenza abitativa dei rifugiati in Europa, o in generale contesti ad economia emergente (Rebecchi et al., 2016). La ricerca ha come obiettivo la formulazione di una proposta progettuale per un modulo abitativo temporaneo e trasportabile (Seonwook e Miyoung, 2012) in grado di rispondere in maniera adeguata al complesso quadro esigenziale con cui l'architettura per l'emergenza si deve confrontare.

Metodologia di ricerca e di progetto

La ricerca segue parallelamente due percorsi così suddivisi. Il primo di ricerca teorica mediante la definizione del problema dal punto di vista sociale, culturale, assistenziale e attraverso la definizione di casi studio per individuare ed analizzare le problematiche e le potenzialità di esperienze affini. Il secondo riguarda lo sviluppo della proposta progettuale, mediante un approccio multidisciplinare (morfo-tipologico, architettonico, funzionale, tecnologico, ecc.) in risposta ai bisogni rilevati e in accordo con le esigenze degli occupanti.

Attraverso lo studio della geografia dei flussi e del quadro normativo europeo ed italiano, è stato possibile definire un background teorico fondamentale per la formulazione critica e coscienziosa di una proposta progettuale atta a fronteggiare tali tematiche. L'esame di una letteratura scientifica in materia si è rilevata fondamentale nell'individuazione dei principali requisiti propri dei manufatti temporanei per l'emergenza, con riferimento alla letteratura specifica del settore (Claudi De Saint Mihiel, 2003; D'Auria, 2004). Tra questi spiccano per importanza la flessibilità d'uso, ovvero la possibilità di adattare il manufatto alle specifiche esigenze del momento e del contesto (Masotti, 2010), unitamente alla possibilità di personalizzare l'unità abitativa e di poterla riutilizzare per altri scopi o in altri contesti UNHCR (2007). Quest'ultimo requisito rappresenta il vero e proprio punto di forza, in quanto consente al manufatto di essere riutilizzato integralmente più volte durante il suo ciclo di vita.

Ulteriore supporto alla ricerca è stato fornito dall'analisi di diversi casi studio di riferimento, individuati ed analizzati in maniera dettagliata e attribuendo, a ciascuno dei parametri analizzati, una valutazione di tipo prestazionale. La selezione di tali casi studio è stata effettuata attraverso criteri quali: il rispetto da parte del progetto dei principali requisiti precedentemente descritti, una comprovata visibilità a livello internazionale, grazie anche alla pubblicazione su riviste di settore, nonché un reale impiego all'interno del panorama dell'emergenza umanitaria. L'analisi dei punti di forza e delle relative criticità di ogni singolo progetto ha consentito l'elaborazione di una matrice di comparazione (Fig. 1), utile a individuare i requisiti soddisfatti (o meno) da ciascun caso studio preso in esame. Tale matrice è organizzata mediante l'inserimento in riga delle caratteristiche tecnologico-costruttive del manufatto edilizio; in colonna dei casi studio selezionati. Per ciascun elemento, viene dato un giudizio critico, quali-quantitativo, a seconda della rispondenza del progetto di volta in volta analizzato in riferimento all'aspetto esaminato. Sulla base dell'analisi condotta è stato sviluppato il progetto SNAP House, ovvero una proposta architettonica e tipologica che interpreta la totalità dei requisiti, nel tentativo di colmare le lacune riscontrate nei casi studio, ma soprattutto tenendo in considerazione i requisiti di igiene edilizia e ambientale, quale l'igienicità dei materiali ed il corretto inserimento nel contesto, che spesso vengono trascurati all'interno della progettazione di strutture temporanee per l'emergenza.

Il progetto SNAP House

Con la consapevolezza della dovuta cautela nell'affrontare il tema della crisi dei rifugiati e nel proporre soluzioni circa gli insediamenti d'emergenza, argomento in costante crescita di importanza dato il susseguirsi di fenomeni migratori, terremoti, inondazioni, eruzioni e disastri vari, la proposta progettuale qui presentata riguarda una singola unità abitativa per la prima e la seconda fase di accoglienza, mentre non viene trattata l'organizzazione dei campi nei quali trova articolazione la ripetizione degli alloggi stessi sino a formare un vero e proprio presidio di accoglienza. Occorre premettere che, nella messa a punto della proposta progettuale, non è stato possibile scindere la fase ideativa del progetto da quella esecutiva della costruzione. Da qui la riflessione per cui, nel campo specifico dell'emergenza e così certamente in altri ambiti, la definizione della scala del particolare non può essere demandata alla fase esecutiva, ma costituisce una strategia prioritaria, dalla quale dipendono le condizioni di attuabilità dell'intero processo progettuale.

L'obiettivo di garantire un'adeguata flessibilità e allo stesso tempo la possibilità di ottenere diverse configurazioni in relazione alle esigenze specifiche è stato perseguito attraverso lo studio di un modulo di base di dimensioni standard, che, se giustapposto ad altri, origina differenti tipologie di unità abitative (Fig. 2). Tale caratteristica, oltre che perseguire il concetto di modularità, rende possibile modificare la configurazione dell'alloggio anche in fase di esercizio, attraverso l'addizione o sottrazione dei suddetti moduli, assicurando quella flessibilità dimensionale che nel caso specifico dell'emergenza di tipo antropico risulta fondamentale, alla luce del fatto che la sua specificità è proprio la variabilità dei flussi.

Due concetti imprescindibili per tale progetto sono l'aggregabilità (Campioli, 2009) e la possibilità di personalizzazione da parte degli utenti. Come precedentemente descritto, grazie alla versatilità di impiego dei moduli, gli utenti saranno in grado di scegliere e modificare, attingendo da un abaco, la superficie e la configurazione spaziale del proprio alloggio adattandolo alle esigenze di occupazione mutevoli nel tempo. Il progetto propone soluzioni attente e finalizzate all'autocostruzione del manufatto, quali la velocità e la semplicità di assemblaggio, nonché la rapidità di smontaggio dell'unità e di recupero dei materiali. Infatti, un'unità abitativa per 4 occupanti, può essere assemblata e pronta all'uso da sole 4 persone in un tempo di circa 6 ore.

La forma, l'orientamento del manufatto, il posizionamento e la dimensione delle aperture e le caratteristiche dei pannelli utilizzati, sono il risultato di considerazioni e verifiche di tipo energetico; il manufatto risulta orientato lungo l'asse Est-Ovest, indipendentemente dalla latitudine (facendo riferimento comunque all'ambito geografico individuato dal bando, ovvero la regione Europa) del contesto in cui esso è inserito (Fig. 3). Tale soluzione è scaturita dalla volontà di massimizzare gli apporti termici gratuiti in inverno e quindi in generale il fabbisogno termico nei mesi invernali dell'anno. Di conseguenza, il progetto prevede il maggior numero di aperture sul fronte Sud, contrariamente a quanto interessa il lato Nord, fronte maggiormente chiuso. Ogni modulo è provvisto di aperture (Fig. 4) grazie alle quali si è riusciti a rispettare i rapporti aero-illuminanti, mantenendo come valore minimo 1/8 della superficie interna come gli standard per l'edilizia abitativa tradizionale, oltre che garantire un'adeguata quantità di luce naturale all'interno dell'unità. Tali caratteristica è un elemento qualificante del progetto, in funzione di quanto emerso dall'analisi di differenti casi studio di moduli abitativi temporanei, ove quasi sempre l'aspetto di comfort indoor (Capolongo et al., 2014) proveniente dalla corretta quantità e posizionamento delle aperture finestrate risulta essere un elemento marginale. Infine, è stata posta attenzione agli aspetti impiantistici cercando di garantire adeguate condizioni di comfort ambientale interno in diverse condizioni climatiche, dato che il progetto potrebbe essere collocato in differenti latitudini della Regione Europa, le quali presentano condizioni climatiche molto differenti tra loro. Inizialmente il manufatto è stato progettato per essere "off-grid", ovvero energicamente autosufficiente, senza necessità alcuna di collegarsi ad una rete esistente; successivamente alla verifica mediante specifiche simulazioni, utili a valutare le prestazioni energetiche della proposta progettuale, è stato necessario prevedere un attacco alla rete del presunto insediamento, in quanto la superficie disponibile in copertura non era adatta al collocamento del numero necessario di pannelli fotovoltaici utili al sod disfacimento del fabbisogno energetico dell'unità. L'inclinazione della falda Sud, pari a 15°, è dettata dalla necessità di ospitare il pannello fotovoltaico e di renderlo adattabile ai diversi contesti in cui il modulo abitativo può essere collocato, oltre che a garantire il displuvio dell'acqua piovana. Tale pannello fornisce energia necessaria al funzionamento delle tipiche utenze domestiche di base. Per quanto riguarda l'approvvigionamento idrico e la gestione dei rifiuti, tali aspetti vengono demandati ad una gestione a livello dell'insediamento che si viene a formare mediante l'affiancamento di più unità abitative in sito.

Circa gli aspetti della modularità, come già accennato in precedenza, il progetto si basa sullo studio di un modulo di base, avente dimensioni 3,60 m x 1,20 m in pianta, in grado di ospitare spazi serviti e spazi serventi. L'unica eccezione, infatti, è rappresentata dal "modulo tecnico" cucina-bagno, il quale è il risultato della giustapposizione di due moduli aventi profondità 1,20 m. Alcuni, come il modulo del bagno e quello di ingresso, presentano dei componenti aggiuntivi che, nel primo caso danno origine al vero e proprio modulo tecnologico, il quale contiene al suo interno il sistema degli impianti. L'ingresso invece, prevede l'aggiunta di alcuni elementi utili a migliorare l'ombreggiamento (brise-soleil regolabile a ovest) e a consentire un accesso facilitato al piano di calpestio dell'alloggio, mediante la predisposizione di un elemento di risalita che solleva il manufatto dal terreno, per ragioni di ventilazione naturale della chiusura orizzontale inferiore. Sono state previste due differenti tipologie di configurazioni, che fanno riferimento alle due tipiche situazioni di condivisione dell'alloggio (Falasca, 2000): unità familiari nel caso in cui siano presenti i membri dello stesso nucleo e unità condivise nel caso in cui le persone siano sole. La differenza sostanziale tra le due configurazioni consta nella presenza, nel primo caso, di due moduli "camera singola" che nel secondo caso sono sostituiti da moduli "camera doppia" dotati di letti a castello.

Peculiarità del progetto, dal punto di vista tecnologico, è l'impiego di pannelli SIP (pannelli strutturali coibentati), ovvero elementi di chiusura modulari con un nucleo in schiuma isolante in EPS protetto da due lastre di rivestimento strutturali in alluminio, sia per il basamento che per le pareti e la copertura. Nel caso specifico, il raccordo tra due pannelli avviene mediante un incastro maschio-femmina, meglio noto come "Snap & Lock Technology", garantendo un assemblaggio semplice e rapido; i pannelli prefabbricati (Smith Ryan, 2010) sono apprezzabili sia planimetricamente (Fig. 5) che in sezione (Fig. 6). A tal proposito, di fondamentale importanza è stata la collaborazione con l'azienda produttrice dei pannelli SIP integrati nella proposta progettuale, la quale durante tutto l'iter progettuale si è resa disponibile a verificare le soluzioni proposte in termini di fattibilità.

Le strutture di fondazione sono costituite da dei profili scatolari in acciaio aventi sezione quadrata di 20 x 20 cm che, attraverso l'impiego di squadrette e piastre in acciaio, vengono giuntate tra loro e che, a loro volta, poggiano su dei distanziatori idraulici regolabili manualmente che consentono di adattare l'unità abitativa a qualsiasi tipologia di suolo (Fig. 7). In questo modo l'unità abitativa viene posta ad un quota maggiore rispetto a quella di campagna salvaguardando i pannelli costituenti il solaio e favorendo la ventilazione naturale. Il tutto, comprensivo di muri e solai, viene montato grazie a delle viti in acciaio aventi differenti lunghezze, andando così ad evitare l'impiego di tecniche costruttive ad umido che comporterebbero una scarsa reversibilità del processo di assemblaggio.

Nell'ottica di garantire una semplice trasportabilità è stato studiato il packaging dei componenti del manufatto, in modo tale da ridurre le loro dimensioni in fase di trasporto. Per ciascun modulo si è cercato di ottenere un imballaggio il più compatto possibile, posizionando i componenti in modo da ridurre al minimo l'ingombro, la dimensione della confezione quindi la trasportabilità (Zanelli, 2003). Il progetto prevede di effettuare il packaging per moduli: ingresso e relativo sistema frangisole; camera singola o camera doppia (queste differiscono tra loro solo per gli arredi interni); cucina (composta da 2 moduli di larghezza 120 cm); bagno; pannelli interni al modulo del bagno; partizioni di chiusura (fronte e retro) con scala. Per quanto riguarda le apparecchiature impiantistiche quali pannello fotovoltaico e pompa di calore, verranno spedite separatamente nei loro imballaggi di fabbrica. Un container ISO 40' High Cube è in grado di trasportare sino a 13 imballaggi precedentemente descritti.

Come già descritto in precedenza, è stata posta particolare attenzione alla relazione tra l'edificio e la salute degli abitanti. Considerando che la maggior parte delle persone trascorre mediamente il 90% del proprio tempo in ambienti confinati (Capolongo, 2007), è facilmente comprensibile come la qualità dell'ambiente indoor sia determinante ai fini del benessere dell'uomo, anche in condizioni temporanee e di emergenza. In particolare, l'attenzione è stata rivolta agli aspetti relativi al benessere termo-igrometrico e alla qualità dell'aria, al benessere visivo e agli aspetti igienico-sanitari. Diversi sono i fattori ambientali che concorrono al benessere termo-igrometrico, ma sicuramente la temperatura dell'aria rappresenta l'elemento caratterizzante nella determinazione di tale benessere. Considerando che all'interno degli ambienti confinati sono presenti contaminanti dell'aria esterna sommati agli inquinanti specifici indoor, si è cercato di assicurare un'adeguata ventilazione naturale. Questo è stato possibile attraverso il corretto dimensionamento delle aperture, in modo che risultino verificati i rapporti aero-illuminanti tipici dell'edilizia civile tradizionali e studiando il posizionamento delle stesse, in modo da favorire la cross-ventilation tramite le due aperture opposte sui lati corti e la stack-ventilation tramite le aperture in copertura (Fig. 8). Le forometrie previste dal progetto, unitamente alla predisposizione di opportune schermature solari, con particolare riferimento all'ingresso, contribuiscono al raggiungimento di buoni livelli di benessere e comfort visivo.

Gli aspetti igienico sanitari hanno rappresentato un'ulteriore tematica di approfondimento, in relazione al fatto che in letteratura tali aspetti vengono trascurati e così anche nei casi studio analizzati. In quest'ottica la scelta dei pannelli SIP e del loro rivestimento è derivata dalla volontà di assicurarne una facile pulizia, in funzione del fatto che tali moduli saranno interessati da veloci e ripetuti cambi di occupazione abitativa: questi presentano infatti minime discontinuità tra le giunzioni, oltre al fatto che la finitura interna consente una facile e rapida sanificazione. Nella stessa ottica, la scelta di dotare ciascun alloggio di un servizio igienico con relativa predisposizione per l'allaccio alla rete fognaria, garantisce un livello di igiene notevolmente maggiore rispetto a quello riscontrabile nei servizi igienici centralizzati, ad uso comune, come avviene nella maggior parte degli odierni presidi di accoglienza.

Infine, si è proceduto ad effettuare una simulazione energetica dell'unità abitativa per verificarne le prestazioni. Questa è stata eseguita in regime dinamico attraverso il software BESTEnergy (sviluppato dal Dipartimento ABC del Politecnico di Milano) nel contesto milanese, quali esemplificazione iniziale. Attraverso la rielaborazione dei dati ottenuti, è stato possibile definire il fabbisogno energetico dell'edificio, che risulta essere di circa 60 kWh/m2 anno per il riscaldamento e circa 25 kWh/m2 anno per il raffrescamento. Si tratta di dati non confrontabili con le tradizionali abitazioni, in relazione al fatto che i pacchetti tecnologici devono rispondere a requisiti di leggerezza, nonché di rapidità e semplicità di montaggio e smontaggio.

Una stima sommaria, per voci parametriche, del costo di realizzazione dell'unità abitativa familiare per 4 persone determina valori che si aggirano intorno ai 20.000 €. È opportuno tener presente che tale stima fa sempre riferimento alla produzione di un prototipo, pertanto nel momento in cui si dovesse passare ad una produzione seriale, i processi impiegati consentirebbero una riduzione dei costi. Il costo totale supera quello dei container - denominati "shelter" in contesto internazionale - maggiormente utilizzati, venduti tra i 12.000 € ed i 16.000 €. A fronte di una spesa maggiore, il progetto, a differenza del container, garantisce la possibilità di essere smontato, trasportato più facilmente e riutilizzato più volte durante il suo ciclo di vita. Tutto ciò porta al conseguimento della flessibilità, nonché della sostenibilità dal punto di vista sociale, ambientale ed economico (Capolongo et al., 2016).

Conclusioni e prospettive di ricerca

La ricerca si colloca in un contesto di riappropriazione dell'architettura al tema "sociale": il progetto architettonico torna ad incontrare i reali bisogni della popolazione, dalla scala urbana alla scala edilizia, mettendo in campo azioni utili e significative in un regime di emergenza abitativa ed in presenza di pochi mezzi e risorse. Il progetto SNAP House, pertanto, risponde al tema dell'emergenza abitativa, generata non solo da nuove forme di disagio sociale, quanto dall'aumento dei fenomeni di migrazione, che rappresentano una tra le maggiori istanze sociali di inizio millennio (Cavallari, 2000), da affrontare secondo i principi di inclusività, identità, accessibilità, condivisione, integrazione, sicurezza, prossimità, etc. Questa ritrovata dimensione sociale comporta rilevanti implicazioni ed un forte impatto sul ruolo dei progettisti, i quali si trovano nelle condizioni di esprimere un contributo determinante alla definizione di sistemi insediativi/abitativi aperti, temporanei, modulari, incrementabili, evolutivi ed adattabili, in risposta ai fenomeni migratori ordinari e di emergenza.

I principali elementi di originalità della proposta progettuale risultano quindi essere a livello architettonico la modularità dell'unità abitativa, garantita dalla possibilità di affiancare cellule mono-funzionali, tra le quali quella attrezzata a bagno e angolo cottura; la presenza di un servizio igienico dedicato per la singola unità abitativa; la presenza di una cellula filtro di ingresso che costituisce spazio outdoor semi-privato; il raggiungimento di un rapporto aero-illuminante tipico dell'edilizia residenziale tradizionale; il distacco della parte basamentale dal terreno. Dal punto di vista tecnologico, il raggiungimento dell'autosufficienza energetica (elettrica) dell'unità abitativa; la scelta di materiali di finitura che rendono possibile una facile e veloce sanificazione dei locali; facili processi di montaggio e smontaggio, che rendono possibile l'autocostruzione del manufatto; lo studio di un packaging che ottimizza il trasporto degli elementi costruttivi mediante l'utilizzo di container standard. Tali tematiche, tipiche della progettazione e della tecnologia dell'architettura, si collocano all'interno delle principali teorie e filoni di ricerca in corso di approfondimento nel dibattito scientifico contemporaneo.

Sebbene vi siano delle tematiche che andrebbero approfondite ulteriormente, il progetto SNAP House risponde a tutti i requisiti presi in esame durante la definizione del background teorico della ricerca, andando a colmare quelle lacune che sono state riscontrate nei casi studio analizzati. Alla base della proposta progettuale vi è inoltre l'idea che il manufatto possa essere impiegato non solo per l'emergenza di tipo antropico, qual è quella dei rifugiati, ma, attraverso i dovuti accorgimenti e modifiche, anche per quelle di tipo sismico ed idrogeologico, eventi che nel panorama attuale si stanno presentando con una frequenza sempre maggiore. In questo senso il concetto di temporaneità qui proposto intende andare oltre il senso di breve durata del manufatto edilizio, facendo propria la caratteristica di adattabilità rispetto al variare delle esigenze e del contesto di utilizzo. Sono state indagate le nuove tendenze e le potenzialità dell'innovazione nella tecnologia dell'architettura per creare nuove forme di accessibilità, di prossimità e di condivisione che superino i limiti fisici delle tradizionali forme insediative in regime di emergenza. I limiti della ricerca diventano prospettive di approfondimento, circa lo sviluppo di un dialogo con gli operatori sociali ed umanitari che si sono dimostrati interessati alla soluzione e allo sviluppo del progetto esecutivo del modulo, mediante il confronto con la sfera industriale della prefabbricazione edilizia. La proposta progettuale presentata si colloca all'interno delle attività di ricerca del Cluster "Design of Healthcare Facilities" del Politecnico di Milano e della linea di ricerca strategica "Complex Constructions" del Dipartimento in Architecture, Built environment and Construction engineering (ABC) dello stesso Ateneo, i quali si pongono l'obiettivo di ripensare il progetto di architettura alla luce dei recenti e complessi cambiamenti economici, socio-politici e tecnologici che negli ultimi anni hanno portato ad una maggior consapevolezza e progressiva responsabilizzazione di tutti nei confronti del benessere e della salute della popolazione, nonchè dell'assistenza e dell'accoglienza in regime di emergenze abitative.

SNAP House. Temporary residential module for refugees in Europe

Abstract. The refugees' crisis results one of the most relevant social and medical issues in the international panorama. The Aim of the research is to develop a design project for a refugees' temporary housing module, able to solving specific social, typological and functional needs in the context of anthropogenic emergencies in Europe. Starting from the study of the refugee crisis' phenomenon, through a careful analysis of case studies and by identifying the main requirements of temporary dwellings for housing emergencies, the SNAP House project presents innovative solutions related to modularity, flexibility, adaptability to the different user's needs and it is able to ensure hygiene of spaces and indoor well-being.

Background

The international geopolitical situation has, over the last decade, led to an increasing number of people move away from their country of origin for causes of a different nature, including wars, violence and human rights violations. Indeed, there are many groups of people who migrate, in other states, in a forced manner, looking for international protection, mostly of healthcare and socialwelfare nature. The statistics show that 2015 ended with a record number of people forced to flee their country: according to United Nations High Commissioner for Refugees (UNHCR) estimates, refugees in the world are over 60 million. Furthermore, 20 million of them are refugees and more than 60% live in urban areas (UNHCR, 2016a). This situation is one of the most important issues in the international scenario, with particular reference to the European context, that is suffering both the southern Africa crises and the human trafficking in the Mediterranean Sea. Indeed, in 2015 data show the arrival in Europe of 1 million people from the Mediterranean Sea (UNHCR, 2016b).

Regarding the normative issue, in the last few years, Europe has legislated in order to standardize reception procedures and EU Member States have transposed the Community Directives. At the same time, these Directives refer to Member States' reception policies, and for this reason there is a wide discretion situation by the states themselves in organizing and managing the system. Focusing on the Italian case, the system dedicated to humanitarian emergencies is divided into two subsystems, each of which manages a specific phase of reception: the first is government Agencies, the second is the Protection system for asylum seekers and refugees (SPRAR), both coordinated by the Department of Civil Liberties for Immigration and the Ministry of the Interior, who have different organizational models due to their different functions. The welcome system is divided into three specific phases: rescue, first and second reception. The first phase can take place directly during seaplane or in first aid and assistance centres (CPSA) in the most affected areas by massive sea landings. On the other hand, governments centres, handle the first reception phase for the time needed for completing the identification, verbalization and starting the procedures to evaluate the application. Furthermore, an assessment phase of the asylum seeker's health status, in order to verify the existence of any vulnerability, before entering them into the facilities. Finally, the phase of the second reception is handled by the structures operating under the SPRAR. When the first reception is finished, the applicant is transferred to the structures of the SPRAR network, where it remains for the entire period of the appraisal process. In case of temporary unavailability of places in the territorial reception system, the applicant remains hosted in the government centres for the time strictly necessary for the transfer. The Italian case shows some similarities as many as differences if compared to the international context. Therefore, apparent common criticalities are present between the various states, mainly due to the timing of handling individual applications and the overall increase in the number of arrivals, that cause the reception structures' collapse.

In the socio-political context described, the research starts from the need to propose innovative solutions to the temporary housing issue, although the topic has a consolidated studying tradition. The project is developed in reply to the call for ideas "What Design Can Do Refugee Challenge 2016" promoted by the United Nations High Commissioner for Refugees (UNHCR) and IKEA Foundation (UNHCR, 2016c), aimed to select project proposals capable of providing a viable solution in response to refugee housing emergencies in Europe, or in general referring to emerging economy contexts (Rebecchi et al., 2016). Aim of the research is to formulate a design proposal for a temporary and transportable housing module (Seonwook and Miyoung, 2012), able to respond appropriately to the complex framework within the architectures for emergency needs to be related.

Research and project methodology

The research follows two paths, subdivided as follow. The first one of theoretical research, that defines the problem from a social, cultural and assistance point of view, through the definition of case studies in order to identify and analyze problems and potentialities of similar experiences. The second one concerns the development of the design proposal through a multidisciplinary approach (morphology, architectural, functional, technological, etc.) in response to the needs identified and in relation to the occupants' needs.

Through the study of the flows' geography and the European and Italian legal framework, it was possible to define a crucial theoretical background for the critical and conscientious wording of a design proposal that addresses these issues. The examination of a scientific literature on this topic has been fundamental for identifying the main requirements of temporary emergency equipment, with reference to the spe cific sector (Claudi De Saint Mihiel, 2003; D'Auria, 2004). Among these, is rising the importance of the uses' flexibility, that means the ability to adapt the product to the specific needs of the time and context (Masotti, 2010), together with the possibility of customizing the housing unit and reusing it for other purposes or in other contexts (UNHCR, 2007). The last requirement represents the true strength of the product, as it allows to the component to be completely reused several times during its life cycle.

Further research support has been provided by analysing several referenced case studies, identified and analysed in detail, attributing a performance evaluation to each of them. The selection of these case studies was carried out using criteria such as: compliance by the project of the main requirements described above, a proven international visibility, thanks to the publication in specialized magazines, as well as a real use in a humanitarian emergency scenario. The analysis of the strengths and related weakness of each individual project allowed the compilation of a comparative matrix (Fig. 1), useful in identifying the satisfied (or not) requirements of each considered case study. This matrix is organized by inserting: in line the technological-constructive characteristics of the building product; in column the selected case studies. For each element, a critical, quantitative evaluation is given, depending on the project's responsiveness from time to time analysed in relation to the aspects examined. Based on the conducted analysis, the SNAP House project was developed as an architectural and typological proposal that interprets all of the requirements trying to bridge the gaps found in the case studies. Indeed, taking into account the requirements of building and environmental hygiene, such as the hygiene of materials and the correct insertion in the context, which are often neglected within the design of temporary emergency structures.

The SNAP House project

Dealing with the issue of the refugee crisis with caution awareness and proposing solutions to emergency settlements, a topic that is constantly rising in term of importance given to the migratory phenomena, earthquakes, floods, eruptions and disasters, the design proposal concerns a single housing unit for the first and second reception stages, while the organization of the fields where articulation of the repetition of the housing is not treated until it forms a real hosting settlement. It should be noted that in the design proposal drafting, it was not possible to break the project's design phase from the execution of the construction. Hence, the reflection that, in the specific field of emergency, the definition of the detail scale cannot be attributed to the execution phase, but it constitutes a priority strategy, which depends on the conditions for the implementation of the whole design process.

The aim of ensuring adequate flexibility and at the same time the possibility of obtaining different configurations in relation to specific requirements was pursued through the study of a standard size base module, which, if compared to others, originates from different typologies of housing units (Fig. 2). This characteristic, as well as pursuing the concept of modularity, makes possible to modify the layout of the accommodation even during the exercise, by adding or subtracting the above modules, ensuring dimensional flexibility sodthat in the specific case of anthropic emergency results fundamental, considering the fact that one of its features is the flows variability.

Two unavoidable concepts for this project are the aggregation (Campioli, 2009) and the possibility to be customized by users. As described above, users will be able to choose and modify by using the versatility of using the modules, drawing from an abacus different spatial configuration of their accommodation, adapting to changing occupancy needs over time. The project offers a purpose-built solutions for the self-construction of the product, such as speed and simplicity of assembly, as well as the speed of unit disassembly and material retrieval. In fact, a 4-users housing can be assembled and ready for use by 4 people only in a time of about 6 hours. The shape, the orientation of the product, the position and the size of the openings and the characteristics of the panels used are the result of energy considerations; the building is oriented along the East-West axis, regardless of latitude (referring to the geographic scope identified by the call, or the Europe region) of the context in which it is inserted (Fig. 3). This solution came from the desire to maximize the free thermal inputs in winter and thus in general the heat demand in the winter season. Consequently, the project provides the largest number of openings on the south side, in contrast to the north side, which is the most closed one. Each module is equipped with openings (Fig. 4), which has been able to comply with aerodynamic relationships, maintaining as a minimum 1/8 of the inner surface as standard for traditional housing, as well as guaranteeing an adequate amount of natural light inside the unit. This characteristic is a qualifying element of the project, as it emerged from the analysis of different case studies of temporary housing modules, where almost always the appearance of indoor comforts (Capolongo et al., 2014) coming from the correct quantity and placement of the openings is considered a marginal element. Finally, attention was paid to the planting aspects by trying to ensure adequate indoor environmental conditions in different climatic characteristics, as the project could be located in different latitudes of the European Region.

At the beginning, the product was designed to be "off-grid", or vigorously self-sufficient, without any need to connect to an existing network; after testing through specific simulations, to assess the energy performance of the design proposal, it was necessary to provide a connection to the network of the alleged installation, since the surface available in the roof was not suitable for placing the necessary number of photovoltaic panels useful to the satisfaction of the energy needs of unity. The inclination of the south fence, equal to 15°, is required by the need to accommodate the photovoltaic panel and to make it adaptable to the various environments in which the housing module can be located, as well as to ensure the spread of rainwater. That panel provides electric energy necessary for the typical home-based utilities operation. Regarding the water supply and waste management, these two aspects are managed at the settlement's level, formed through the affiliation of several on-site housing units.

Referring to the aspects of modularity, as mentioned above, the project is based on the study of a base module of 3.60 x 1.20 meters, able to hosting served and serving spaces. In fact, the only exception is the kitchen-bathroom "technical module", which is the result of juxtaposition of two modules with a depth of 1.20 meter. Some of them, such as the bath module and the entrance module, have additional components, which in the first case give rise to the real technological module that contains the plants' system. On the other hand, the entrance includes the addition of some useful elements to improve the shading (adjustable brisesoleil to the west side) and to allow easy access to the tread of the accommodation, by setting up a climbing element that raises the manufactured from the ground, due to natural ventilation of the lower horizontal closure. There are two different types of configurations that refer to the two typical accommodation situations (Falasca, 2000): family units, where stay members of the same nucleus, and shared units, when people are alone. The substantial difference between the two configurations lies in the presence, in the first case, of two "single chamber" modules, which in the latter are replaced by "double room" modules with bunk beds.

Particularly of the technological design is the use of SIP panels (Structural Insulated Panels), in example for modular closure elements with an EPS insulating foam core protected by two aluminium structural strips, both for the base than for walls and roofing. In the specific case, the fitting between two panels is made by a male-female insert, better known as "Snap & Lock Tech- nology", that ensure a quick and easy assembly; prefabricated panels (Smith Ryan, 2010) are appreciable both in plan (Fig. 5) and in section (Fig. 6). For this purpose, a collaboration with the SIP panel manufacturer was crucial in the design process, which throughout the project was made available to verify the feasibility of solutions.

The foundation structures are made of steel box profiles, having a square section of 20 x 20 cm, which, through the use of steel squares and plates, are joined together. At the same time, they rely on adjustable hydraulic spacers manually allowing them to adapt the housing unit to any type of ground conditions (Fig. 7). In this way, the housing unit is set to a greater height, in relation to the countryside one, safeguarding the panels forming the floor and promoting natural ventilation. Everything, including walls and floors, is built thanks to steel screws having different lengths, thus avoiding the use of wet construction techniques that would cause poor reversibility of the assembly process.

In order to ensure a simple transportability, the packaging of the article's components was studied/analysed, to reduce their size during transport. For each module, packaging has been sought as compact as possible, placing the components in such a way as to minimize the footprint, the package's size and the portability (Zanelli, 2003). The project plans to carry out packaging for modules: entrance and relative freewheel system; single room or double room (these differ only in the interior furnishings); kitchen (consisting of 2 modules of width 120 cm); bathroom; interior panels to the bath module; closing partitions (front and back) with scale. Regarding the plant equipment such as photovoltaic panels and heat pumps is concerned; they will be shipped separately in their factory packaging. An ISO 40 'High Cube container can carry up to 13 packaging previously described.

As already described above, particular attention has been paid to the relationship between the building and the inhabitants' health conditions. Considering that most of the people spend on average 90% of their time in closed spaces (Capolongo, 2007), it's easy to understand how the quality of the indoor environment is decisive for the humans' well-being, even in temporary and emergency conditions. In particular, attention has been paid to thermohygrometric well-being and air quality aspects, visual well-being and sanitation. There are several environmental factors that contribute to thermohygrometric well-being, but surely the air temperature is the key determining factor. Considering that in confined environments are present external air contaminants added to indoor specific pollutants, there has been an attempt to ensure adequate ventilation. This was possible through the proper dimensioning of the openings so that the traditional lighting of typical civilian buildings is verify and by studying their positioning, in order to encourage cross-ventilation through the two openings on the short sides and stackventilation through the cover openings (Fig. 8). The window openings provided by the project, together with the provision of suitable sunscreens, with particular reference to the entrance, contribute to the achievement of good levels of well-being and visual comfort. Hygienic and sanitation's aspects represented a further topic of deepening, in relation to the fact that in the literature and also in the case studies analysed are neglected. Taking care of this, the choice of SIP panels and their coatings derived from the desire to ensure their easy cleaning, as these modules will be affected by fast and frequent changes in housing occupation: these have minimal discontinuities between joints, since the inner finishing allows easy and quick sanitization. In the same direction, the choice to provide each accommodation of a sanitary facility, with a predisposition to the sewerage network, guarantees a much greater level of hygiene, compared to that found in centralized sanitation/toilet, for common use, as is the case with most of contemporary refugees camps. Finally, an energetic simulation of the housing unit was carried out, to verify its performance. This was done dynamically through the BESTEnergy software (developed by the ABC Department of the Milan Polytechnic) in the Milan context, as an initial exemplification. Through the re-elaboration of the data obtained, it was possible to define the energy needs of the building, which is about 60 kWh/m2 year for heating and about 25 kWh/m2 year for cooling. These data are unmatched if referred to the traditional homes, as technological packages have to meet lightness requirements as well as quick and easy assembly and disassembly.

A rough cost estimate, for parametric voices, realizing that the family dwelling for 4 people determines values that are around 20,000 €. It should be borne in mind that this estimate always refers to the production of a prototype, so when you switch to serial production, the processes involved would reduce costs. The total cost exceeds the average container cost - called "shelter" in the international context - most used, sold between € 12,000 and € 16,000. In spite of a larger expense, the project, unlike the container, guarantees the possibility of being disassembled, transported more easily and re-used several times during its lifecycle. All this leads to the achievement of flexibility, as well as sustainability from a social, environmental and economic point of view (Capolongo et al., 2016).

Conclusions and research outlook

The research lies in a context of readaptation of architecture to the "social" theme: the architectural project returns to meet the real needs of the population, from the urban scale to the building scale, by putting in place useful and significant actions in a housing emergency and in the presence of few resources. The SNAP House project, therefore, responds to the issue of housing emergency generated not only by new forms of social discomfort but also by the increase in migration phenomena, which are one of the major social instances of the beginning of the millennium (Cavallari, 2000), to be addressed according to the principles of inclusiveness, identity, accessibility, sharing, integration, security, proximity, etc. This rediscovered social dimension has significant implications and a strong impact on the role of designers, who are in the conditions of expressing a decisive contribution to the definition of open, temporary, modular, incremental, evolutionary and adaptable housing / dwelling systems in response to phenomena ordinary and emergency migrants.

Therefore, from the architectural point of view, the main original elements of the design proposal are the modularity of the housing unit, guaranteed by the ability to accommodate monofunctional cells, among which the one equipped with bathroom and kitchen; the presence of a sanitary service dedicated to the individual housing unit; the presence of an input filter cell which constitutes semi-private outdoor space; the achievement of an aeration and natural illumination ratio typical of traditional residential building; the floor separated from the ground. From the technological point of view, achieving the energy (electrical) self-sufficiency of the housing unit; the choice of finishing materials that make it possible to easily and quickly sanitation of spaces; easy assembly and disassembly phases, which makes it possible to self-build the product; the study of a packaging that optimizes the transport of building elements by using standard containers. These topics, typical of design and architecture technology, lie within the main theories and research fields being deepened in the contemporary scientific debate.

Although there are some issues that should be further elaborated, the SNAP House project meets all of the requirements underlying the definition of the theoretical background of the research, by filling out the gaps that have been found in the case studies analysed. At the base of the design proposal, there is also the idea that the product can be used not only for the emergency of the anthropic type, which is that of the refugees, but also through the necessary alterations and modifications, even for those of the seismic and hydrogeological type, kinds of events that are increasing frequency in the current scene. In this sense, the concept of temporality here proposed, intends to go beyond the sense of short duration of the building manufacture, having its own adaptability characteristic to the changing needs and context of use. New trends and potentialities of innovation in architecture technology were investigated to create new forms of accessibility, proximity and sharing that overcome the physical limitations of traditional forms of emergency housing.

The limits of research become prospects of deepening, about developing a dialogue with social and humanitarian actors who were interested in solving and developing the executive project of the module, by comparing with the industrial sphere of prefabrication. The design proposal is located within the research activities of Cluster "Design of Healthcare Facilities" of Politecnico di Milano and closer to the strategic research line named "Complex Constructions" of Architecture, Built environment and Construction engineering (ABC) Department of the same University, which set the objective of rethinking the architecture project referring to the recent and complex economic, socio-political and technological changes that in recent years have led to a greater awareness and progressive accountability of all to the well-being and health of population, as well as assistance and reception in the housing emergency.
