This collection of papers is the result of the first of a series of Project Latin America 2000 workshops and public policy forums of the Helen Kellogg Institute for International Studies. The book represents a highly useful addition to a topic of discussion that has had a curious history of being moved from front to rear burners and back again throughout this century.
Coinciding with the publication, the topic was on the front burner again, thanks to the North American Free Trade Agreement (NAFTA) that was signed by Canada, Mexico and the United States in 1994.
