As a part of the 62nd annual Pennsylvania Association of Student Councils' (PASC) State Conference, the host school steering committee from Governor Mifflin School District in Shillington sought to create a more widespread impact with their conference than the typical icebreakers, speakers, and workshops. After selecting Leaderpalooza '98 as their conference theme, the Governor Mifflin students quickly began scheming about the special twist they wanted to incorporate into their convention.
The conference theme was derived from Lollapalooza, formerly a summer concert tour in which musicians of various backgrounds and talents united for a common cause. In the same way, Governor Mifflin hoped to bring a diverse spectrum of students to its conference to learn and refine leadership skills while having fun with new friends. Upon determining a greater common cause, the steering committee created PASC history in the process.
For the first time ever, PASC delegates would have the opportunity to carry out their own statewide service project. At the October 1997 PASC Conference in Somerset, Governor Mifflin issued a challenge to all PASC schools to carry out at least one major fundraising activity to support a statewide project with Habitat for Humanity International.
