Outil spatial d'aide à la planification forestière basé sur la comparaison d'indicateurs financiers, fauniques et sociaux pour diverses stratégies de dispersion de coupes

Les attentes de la société, ses besoins et ses désirs entraînent une évolution constante de l'aménagement forestier. Or, l'intégration d'une variété de valeurs et de préoccupations des autres utilisateurs, additionnés aux valeurs économiques de l'industrie, rend la planification de la récolte forestière complexe. De plus, cette planification peut s'avérer plus difficile dans un contexte autochtone dû aux particularités culturelles qui les caractérisent. En conséquence, pour faire face à cette complexité les planificateurs forestiers requièrent des outils appropriés, leur permettant de sélectionner en fonction d'intérêts considérés un plan de récolte adapté. A l'aide de l'approche systémique, un outil d'aide à la planification forestière appelé «Wood Procurement Planning Tool» (WPPT) a été élaboré. La conceptualisation de l'outil a permis de mieux comprendre les relations et le flux d'information nécessaire à l'intégration des préoccupations des membres de la communauté crie de Waswanipi (CCW), lors de la planification forestière. Cette intégration est possible grâce à une matrice de décision qui permet comparer différents plans de récolte selon quatre critères: l'approvisionnement forestier, l'accessibilité au territoire, les habitats fauniques d'intérêt et l'utilisation du territoire. Pour chacun des critères, au total quinze indicateurs ont été élaborés. Ensuite, des algorithmes qui permettent de quantifier ses indicateurs ont été élaborés et programmés dans l'outil. Ainsi, WPPT permet d'évaluer les impacts financiers directs et non financiers des différentes stratégies d'aménagement sur les coûts d'approvisionnement en matière ligneuse. Stratégies qui permettent de tenir compte des préoccupations identifiées lors de cette étude.

Society's expectations, needs and desires lead to constant evolution in forest management. However, the integration of a variety of values and concerns of other users, added to the economic values of the industry, makes forest harvest planning complex. In addition, this planning may prove more difficult in an indigenous context due to the cultural particularities that characterize them. Consequently, to deal with this complexity, forest planners require appropriate tools, allowing them to select a suitable harvest plan based on considered interests. Using the systemic approach, a forest planning tool called the “Wood Procurement Planning Tool” (WPPT) was developed. The conceptualization of the tool made it possible to better understand the relationships and the flow of information necessary to integrate the concerns of members of the Cree community of Waswanipi (CCW) during forest planning. This integration is possible thanks to a decision matrix which allows different harvesting plans to be compared according to four criteria: forest supply, accessibility to the territory, wildlife habitats of interest and use of the territory. For each of the criteria, a total of fifteen indicators were developed. Then, algorithms which make it possible to quantify its indicators were developed and programmed into the tool. Thus, WPPT makes it possible to evaluate the direct financial and non-financial impacts of different management strategies on the costs of supplying wood material.
