Le potentiel de relance gaspésienne par la participation active de ses communautés francophone, mi'gmaq et anglophone les contraintes du développement régional gaspésien

Le potentiel de développement régional en Gaspésie est d'emblée réel, il n'y a qu'à regarder le développement éolien et le secteur du tourisme. Les Gaspésiens(nes) sont d'excellents promoteurs et ont toujours été de fiers travailleurs. Les entreprises Robin de Paspébiac, savaient d'ailleurs depuis le début de la Gaspésie, comment exploiter le marché international.

Malheureusement, la Gaspésie a perdu du terrain au niveau du développement économique. L'ensemble de ses trois communautés étant maintenant au prise avec des problèmes d'exode et de chômage, il devient urgent d'en trouver les causes et de tenter d'y amener certaines solutions.

Cette recherche s'appuie principalement sur les théories du développement régional de Bernard Vachon, Gunnard Myrdal, John Friedman et Marc Urbain Proulx. Par la suite, voulant trouver les lacunes de notre développement, j'ai été vérifier à l'aide d'entrevues si nous avions tous les outils nécessaires pour assurer le développement optimum des communautés francophone, Mi'gmaq et anglophone gaspésiennes. Les entrevues se sont majoritairement déroulées sous le couvert de l'anonymat afin que les gens se sentent plus à l'aise et, puissent parler sans craintes de représailles.

Ce travail tente de démontrer qu'il y a un besoin de concertation entre les communautés dans un premier temps et, qu'il y a également un besoin de concertation entre la population en général et leurs élus. Il devient donc stratégique de proposer des formules et des outils pour contrebalancer certaines lacunes au niveau de la concertation, afin de permettre aux Gaspésiens(nes) d'atteindre un niveau de développement socio-économique plus performant.

The potential for regional development in Gaspésie is immediately real, just look at wind power development and the tourism sector. Gaspesians are excellent promoters and have always been proud workers. The Robin de Paspébiac companies, moreover, knew from the beginning of the Gaspésie, how to exploit the international market.

Unfortunately, the Gaspé has lost ground in terms of economic development. Since all of its three communities are now grappling with problems of exodus and unemployment, it is becoming urgent to find the causes and try to bring about certain solutions.

This research is mainly based on the regional development theories of Bernard Vachon, Gunnard Myrdal, John Friedman and Marc Urbain Proulx. Subsequently, wanting to find the shortcomings of our development, I went to verify through interviews if we had all the necessary tools to ensure the optimum development of the Francophone, Mi'gmaq and Anglophone Gaspé communities. Most of the interviews took place on condition of anonymity so that people felt more comfortable and could speak without fear of reprisal.

This work attempts to demonstrate that there is a need for consultation between the communities initially and that there is also a need for consultation between the population in general and their elected officials. It is therefore becoming strategic to propose formulas and tools to counterbalance certain shortcomings in terms of consultation, in order to enable Gaspesians to achieve a more efficient level of socio-economic development.
