The 72-story 4 World Trade Center, designed by Fumihiko Maki, opened in mid-November. Encased in mirrored glass, the $2 billion tower features a massive, polished black granite wall reflecting the adjacent September 11 Memorial. The skyscraper is the first of the new buildings to open at Ground Zero. The building includes approximately 2.3 million square feet, although only two government tenants had signed on at press time: The Port Authority of New York and New Jersey and the City of New York. Approximately 40 percent of the building remains unleased.
