The Port Authority of New York and New Jersey has authorized construction of a $1 billion, 8.4 mile elevated light rail system that for the first time will permit all-rail travel between New York City and John F. Kennedy International Airport. Construction could begin late this year and the line could be up and running by 2001. In a vote on May 9, Port Authority Commissioners allocated $25 million for engineering and planning.
