THE CHAIRMAN of the Battery Part City Authority hopes to fill in 50 acres of the Hudson River, expanding the successful lower Manhattan community to add affordable housing.
James Gill, the authority's chairman, wants to replace a small inlet called South Cove with clean silt that is periodically dredged from New York Harbor.
