THE REDEVELOPMENT OF JOHN F. Kennedy International Airport in New York City is entering a new phase this winter. Later this month, airport officials will pin down the financial details of a $1.1-billion international arrivals building. And in February, they will begin to evaluate proposals to build an $825-million light-rail line. The two projects are the cornerstone of a five-year redevelopment plan.
