OFFICIALS OF THE PORT AUTHORITY OF New York and New Jersey have signed off on the construction of a $1-billion light-rail project indirectly linking Kennedy International Airport to Manhattan Island. The move is meant to head off fear that New Jersey's Newark International Airport is becoming the airport of choice for New York City's international visitors.
After years of studies and false starts, a push from New York Gov. George M. Pataki (R) spurred the PA to announce a plan for the third and final section of the total 8.4-mile link, as well as approval to construct the entire project, parts of which share an alignment. ``They said plan it''...
