The Board of Estimate has approved a developer's plan to build a36-story luxury apartment tower in Manhattan on land now occupied bythe ASPCA's headquarters and veterinary hospital. As a result of the 9-2 board vote Thursday night, the American Society for the Prevention of Cruelty to Animals plans to sell its property at 92nd Street and the FDR Drive in the Yorkville section to Leonard Litwin for an estimated $20 million and move to larger facilities on the East Side.
