A Manhattan SRO hotel settled state charges yesterday that itprohibited its long-term tenants from installing phones in their rooms, leaving them dependent upon pay phones. The settlement by Hotel Associates Inc., owner of the Riverview Hotel at 505-507 West St., is the first to result from an ongoing compliance check of single-room occupancy hotels by state Attorney General Robert Abrams. Charlie Donaldson, an Abrams aide, said the compliance check is designed to ensure that owners of SRO hotels follow state laws on phones.
So far, about 35 of an estimated 200 SRO hotels in the city have been surveyed by his office, Donaldson said, and about a third of those have problems...
