Gov. Mario Cuomo yesterday defended his proposal to share $50 million that had been earmarked for the homeless in New York City with housing projects for the homeless on Long Island and in other downstate suburbs.
The funds, which were appropriated by the State Legislature more than two years ago, have been held up by red tape and squabbles involving the state and the city. Cuomo said he believes the money now should be spent by whoever can use it best and fastest.
"There are human beings who are freezing to death," Cuomo said yesterday. "Just because they're on the wrong side of the city line doesn't mean that you shouldn't care about them...
