A summer season of road work and its headaches was ushered in yesterday with the closing of two lanes of the Queensboro Bridge, a move that caused morning traffic jams so horrendous in Queens that city officials called it the worst rush-hour in years.
City Department of Transportation Commissioner Lucius J.
