In a surprising reversal, Canadian officials yesterday admitted they never sent U.S. aviation authorities a report that one of their officials said last week might have prevented the USAir crash at LaGuardia Airport.
The Canadians had previously claimed that the report - which detailed how ice build-up on the wings of Fokker F28 jets could cause them to crash - had been forwarded to American authorities. An Air Ontario F28 crashed in Ontario in March, 1989, killing 24 people under circumstances similar to those that led to the crash of USAir Flight 405.
