Declaring the beginning of a new environmental era, city, state and federal officials announced yesterday that New York no longer will dump its sewage sludge into the ocean.
Mayor David N. Dinkins also issued a promise that New York, the last city in the country to abandon ocean dumping, will put all sludge to "environmentally beneficial" uses by 1998.
The development puts the city into compliance with the Federal Ocean Dumping Act...
