No wonder hardly anybody trusts the city's Human Resources Administration. When it comes to dealing with community groups, HRA'S philosophy seems to be the same as W.C. Fields': "Never give a sucker an even break." Unless the agency breaks out of its self-destructive bunker mentality, it will never get the cooperation it needs from community groups to house the increasing number of desperate people seeking aid from the city.
