The Federal Aviation Administration this week gave the Port Authority permission to keep collecting a $3 passenger departure fee for a light-rail line that would connect John F. Kennedy Airport with New York's mass transit system. That's great news - except for one thing: The link the FAA has in mind would connect JFK with the Atrain station at Howard Beach. This will do zip to improve JFK's access to Manhattan or Long Island. Right now, it often seems easier to get to Trafalgar Square from JFK than to Times Square.
