The Port Authority stands to lose $100 million in federal funds for a light rail system at Kennedy Airport if ground is not broken on the $1.5-billion project by Oct. 1, a source in the Federal Aviation Administration said.
But the Authority and the city still must come to an agreement that would allow the train to traverse city-owned sewage-treatment plant property near the Nassau Expressway, near the Bergen Basin, and that agreement seems to be nowhere in sight.
Sources at the Port Authority confirmed that they received revised proposals a week ago from the five consortia that are bidding on the light rail project. The alternate route would run south of the preferred rail alignment, parallel with the Bergen Basin,...
