A federal appeals panel yesterday listened to attorneys debate whether the Port Authority of New York and New Jersey gave "adequate justification" for the planned rail link from Jamaica to Kennedy Airport.
"I think the answer clearly is yes," Irene Solet, an attorney for the U.S. Department of Justice who was representing the Federal Aviation Administration, told the 2nd U.S. Circuit Court of Appeals in Manhattan.
Construction began last fall on the 3.1-mile, $600,000 Jamaica link that is part of the $1.9 billion, 8-mile-long "AirTrain." The entire rail project is expected to be ready for passengers in 2003.
