WASHINGTON - Ersa H. Poston, 87, a respected administrator of New York State civil service and equal opportunity agencies who in 1977 became the first black woman appointed to the federal Civil Service Commission, died of pneumonia Jan. 7 at Suburban Hospital. She was a Washington area resident.
