MAKING IT UP: Clinique, the No. 2 vendor of women's cosmetics in department stores, is going to cyberspace to jazz up its image. The company, which in March introduced a World Wide Web site (http://www.clinique.com) that offers personalized product consultations, will distribute special Internet starter kits to customers at 1,500 retailers nationwide starting in July.
