Sledgehammers and paint brushes are flying at LaGuardia Airport,as workers rush to renovate the landmark Marine Air Terminal byWednesday, when Pan American Airlines starts its shuttle service to Boston and Washington. But local politicians, claiming that the renovations are illegal, want to clip the shuttle's wings. Assemb. Ivan Lafayette (D-Queens) said Friday that the Port Authority has destroyed parts of the terminal - built in 1939 and used for Pan Am's historic Yankee Clipper international flights in the 1940s - without seeking permission from state and city landmarks officials.
