STATE LEGISLATORS doled out nearly $15 million in special grants to arts and cultural groups in the 1986-87 budget - an increase of nearly $5 million over last year. The total is $14,767,955 - up from $10,106,270 in 1985-86.
Organizations ranging from the Massena Rod and Gun Club ($40,000) to the New York State Museum of Cheese ($75,000) got "member's items" grants, sponsored by their local legislators but funneled through the Natural Heritage Trust, a unit of the State Parks Department, according to figures in the 1986-87 budget just passed.
