RALEIGH - North Carolina's PCB landfill in Warren County leaks about a half-inch of water a year, a scientist said Tuesday, but the state denied the contention.
"No water is supposed to get in, no water is supposed to get out," said environmental consultant Patrick Barnes of Orlando, Fla.
