The city kicked off celebrations of the Constitution'sbicentennial Tuesday with a small-town parade of children and cityofficials in Queens marking the 232nd birthday of a founding father. And in what Mayor Edward I. Koch described as a birthday present to Rufus King, the city inaugurated a $1.4-million project to restore his 18th-Century manor home in the heart of Jamaica.
