Outside the General Grant National Memorial in New York City recently, Frank Scaturro, a student at nearby Columbia University, brushed a layer of fresh snow away from the plaza in front of the main entrance and pointed to cracks in the ground.
He was angry.
"The cracks will get bigger and bigger and the site will get uglier and uglier," said Scaturro, aware that cracks, like potholes, expand when they become filled with snow and ice.
