Port of Wellington is warning that public money should not be sunk into Queens Wharf as a cruise ship berth.
Managing director Graham Mulligan said the wharf was of limited use for cruise ships and not worth the expense of upgrading.
"The city needs to be very cautious about whether money is invested in facilities that will not end up meeting the market," Mr Mulligan said.
