The idea of pushing a road tunnel through the hills from Lower Hutt to Wainuiomata is likely to be shelved again after a new study found it would cost a lot and bring little benefit.
The study by Hutt City Council traffic manager Bill Barclay says a kilometre-long tunnel through the hills from Gracefield would cost about $44 million.
