Bureaucratic chaos has left qualified nurses unable to start work in understaffed hospital wards, with some even losing their jobs.
Nurses who have completed their courses at the University of Central England are caught up in the delays of up to four months in processing their registration forms.
The crisis has become so serious that the Royal College of Nursing is threatening to sue the Nursing and Midwifery Council (NMC), which governs registration, for loss of earnings.
Some students who qualified from UCE in March are still waiting for the PIN number they need in order to legally work as a nurse.
