Atlanta -- The election in November of Clarence Lightner as mayor of the predominantly white city of Raleigh the capital of North Carolina, exemplifies a trend toward political coalitions which transcend racial lines, according to John Lewis, executive director of the Voter Education Project (VEP), based here.
In Raleigh's first election of a mayor by popular vote, Lightner, who had been the city's second Black council member, won the support of nine predominantly white precincts and eight predominantly Black precincts.
