A Hong Kong journal has reported the attempt by a senior party official to flee the country after he found he had been caught out for corrupt practices. The official, Gao Yan, a cadre with high- level connections and the chief of China's energy business, was said by the journal to have been corrupt over a long period of time, bribed officials around him and accumulated several false passports in different names. He was detained in Shanghai en route to France, the journal reported. /Gao Yan, former member of the CCP [Chinese Communist Party] Central Committee and general manager of the China State Power Company, was in the good graces of Jiang Zemin, Zhu Rongji, and Li Peng. Gao Yan was prepared to flee abroad around National Day but failed. On the morning of 30 September, he was arrested without offering any resistance at the Hengshan Guesthouse in Shanghai./
/Fifty-Eight Cadres Flee Abroad in One and a Half Months/
The Central Discipline Inspection Commission issued a circular on 14 October: According to reports by the Organization Department of the CCP Central Committee and the Ministry of Public Security, 58 cadres of party and government organizations, enterprises, and other units at or above the department level fled abroad, absconded, or disappeared in one and a half months alone since the beginning of September, and 12 others attempted to flee abroad but were arrested for investigation and prosecution.
It is confirmed that one of those who attempted to flee abroad but were arrested is Gao Yan, former member of the CCP Central Committee, general manager of the State Power Company, and secretary of the company's leading party group.
